I have the honour to refer to Mr. Malcolm
MacDonald's confidential despatch of the 14th October, 1935,
and to inform you that I have, since the receipt of that des-
patch, received from the Hong Kong General Chamber of Commerce
representations against the enactment in its present form of
the Public Reclamations Validation and Clauses Bill, copies of
which are enclosed.

Accordingly, after the First Reading of the Bill on
the 16th January, it was discussed by the Attorney General with
a deputation from the Chamber on the 10th February with the
result that the following amendments were agreed to and have
been accepted by my Executive Council:-
(a) At the commencement of clause 6, substitute the words
"Subject to the provisions of sections 7, 8 and 9, uponTM
for the word "Upon".
(b) In clause 7(3) delete the word "acceptable" in the first
line and insert the words "which is accepted" after the word
"compromise" in the second line.
(c) In clause 7(5) after the words "Such judge" at the
commencement insert the words "may order such pleadings and
discovery to be filed or made as he may consider necessary
for the proper determination of the issues and”.
(d) In clause 7(6) delete all the words and substitute
"There shall be an appeal as of right to the Full Court from
